NCE TEACHER EDUCATION PROGRAMME AND IMPLICATIONS ON CURRICULUM IMPLEMENTATION
ABSTRACT
The Nigerian
Certificate in Education programme (NCE) is a special Advanced level course
designed to produce quality teachers for the basic education sub-sector. In
response to the widespread criticism that the existing NCE programme is
dislocated from its service sector, the National Commission for Colleges of
Education (NCCE) has revised and updated the existing NCE minimum standards
documents by incorporating new programmes to address the existing teacher needs
at the basic education level. In view of this, this paper undertakes an
analysis of the factors that are likely to impede the implementation of the new
programmes which are tailored towards the attainment of Education for all (EFA)
and the Millennium Development Goals (MDGs) demands. The paper concludes with
recommendations such as, adequate and functional infrastructure and resources
should be provided in NCE awarding institutions to ensure effective
implementation of the new NCE programmes and the annual fiscal provision for
infrastructure and instructional facilities for NCE awarding institutions
should be increased so that the educational needs of the institutions can be
adequately met.
